Confined Space Compliance Guidelines
In order to comply with OSHA Title 29 CFR Part 1910.146, entry into a permit required confined space requires certain actions to be performed by the employer.
The term “permit-required confined space” refers to those spaces that meet the definition of a “confined space” and pose health or safety hazards, thereby requiring a permit for entry.

Hazard Communication Program for Chemicals Guide
This model is available for Southern Illinois University Carbondale campus departments as an aid to complying with the Occupational Safety and Health Administration (OSHA) requirement of maintaining a work place specific written Hazard Communication Program.
“Hazard Communication Standard” (29 CFR 1910.1200) regulations apply to worksites where hazardous chemicals are used in a non-laboratory environment (i.e., a building service worker using a drain clog remover). For those employees working in laboratories, the “Laboratory Standard” (29 CFR 1910.1450) and the Chemical Hygiene Plan apply.

Respiratory Protection Program Guide
This Model Respiratory Protection Program was developed by the Center for Environmental Health and Safety (CEHS) for use by Southern Illinois University Carbondale departments. Any department requiring the use of regulated respiratory protection equipment is required to maintain a Respiratory Protection Program. This model program can be adapted for use by these departments as a means of complying with Federal and State Department of Labor regulations. The following model respiratory protection program should be used in developing a site-specific plan.

Guidelines for Developing a Personal Protective Equipment (PPE) Program
The Occupational Safety and Health Administration (OSHA) requires employers to protect their employees from workplace hazards such as machines, work procedures, and hazardous substances that can cause injury or illness. When all other means of protection are not effective, the use of PPE is sometimes the preferred means of protection. Any time PPE is used by employees the employer is required to maintain a PPE Program outlining how the use of PPE will protect the employees from the recognized hazards.
Southern Illinois University Carbondale (SIUC) is dedicated to providing a safe and healthful workplace for all employees and students and strives to comply with all governmental regulations. The Center for Environmental Health and Safety (CEHS) facilitates this process by providing developmental guidance and model programs to assist individual units in maintaining the highest level of safety.
The PPE Program consists of three main issues:
- Hazard assessment of the workplace and procedures (identifying hazards and determining which PPE will protect the employee)
- Employee training (when PPE is required, proper use of PPE, limitations, cleaning and storage)
- Written verification of hazard assessments and employee training.
